====== The 2007 International Privacy Ranking ======

Zum Jahresende veröffentlichte [[http://www.privacyinternational.org/|Privacy International]] [[http://www.privacyinternational.org/article.shtml?cmd[347]=x-347-559597|The 2007 International Privacy Ranking]], das für Deutschland den wenig schmeichelhaften Absturz von Platz 1 in die Top Ten brachte. Während die Bundesrepublik im letzten Jahr noch unter //Significant protections and safeguards// rangierte, lautet die diesjährige Gesamtwertung //Some safeguards but weakened protections//. Negativ schlug sich die Einführung der biometrischen Identifikatoren in Reisepässen, die Vorratsdatenspeicherung und vor allem das Programm der politischen Führung nieder.

Bei Privacy International liest sich das so:

> GERMANY
> Basic Law protects communications privacy under article 10; but Constitutional Court ruled in 1983 that individuals have a right of informational self-determination based on Articles 1 and 2 on rights to freedom
> One of the strictest privacy laws in the world
> Despite calls for workplace privacy law, none exists
> Federal Data Privacy Authority and Lander authorities are world leading
> Interception is permitted under the G-10 law which includes warrantless automated wiretaps
> One of the highest rates of interception across Europe
> Despite objections, data retention law approved
> Fingerprints have been included in ID cards, although not for storage on a central database
> CCTV is expanding despite protests
> Approved Treaty of Prum provision

Der einzige europäische Staat mit //Adequate safeguards against abuse// ist übrigens Griechenland, schlechter als Deutschland schnitten unter anderem Frankreich (//Extensive surveillance society//), das Vereinigte Königreich (//Endemic surveillance society//) und Österreich (//Systemic failures to uphold safeguards//) ab.

Man mag jetzt von Rankings halten, was man will, und vor allem Abstand, ihre bestechende Eigenschaft ist aber die Operationalisierung und Visualisierung meist nicht ganz einfach greifbarer Vorgänge.
